Tess Carter

Research Specialist

Dr. Tess Carter is a Research Specialist on economics and finance at the EFI Foundation. 

Dr. Carter is an environment and energy professional with broad and deep expertise in climate science, energy issues, technology, risk and economics, and policy. Prior to EFI Foundation, she served as senior committee staff for the Congressional Joint Economic Committee, leading their energy, climate, and technology work. This included analysis, written products, and hearing preparation on many topics, including changing energy supply and demand and risks to the grid, industrial decarbonization, and clean energy workforce development.

Previously, Carter completed a doctorate in environmental engineering at Massachusetts Institute of Technology with a focus on fires, air quality, and climate. She also conducted postdoctoral research on the health impacts of air pollution and climate change at George Washington University. Carter also worked on the National Climate Assessment through the U.S. Global Change Research Program and holds a Bachelor of Science in chemistry from Brown University.
