Building to Net-Zero: A U.S. Policy Blueprint for Gigaton-Scale CO2 Transport and Storage Infrastructure (June 2021) was produced by the Labor Energy Partnership (LEP)—a partnership between the Energy Futures Initiative (EFI) and the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO). This report presents a policy roadmap to expedite the build out of carbon dioxide transport and storage infrastructure to support rapid and deep decarbonization. This study follows from a December 2020 workshop held with key stakeholders from industry, academia, and labor.

Capturing and removing carbon at a large scale will require support from existing industries and workers to build and operate infrastructure while helping to create new businesses and opportunities for workers in transition. This study focuses on policies and regulations that can expedite the creation of carbon dioxide transportation and storage infrastructure to support rapid and deep decarbonization of both industry and power generation, as well as new technologies like direct air capture and bioenergy with carbon capture and storage.

On June 30, 2021, LEP released the report and held a public webinar hosted by EFI. The event featured Ernest Moniz, EFI President and CEO, in conversation with David Turk, U.S. Deputy Secretary of Energy.

The report attracted media attention in the Tennessee Tribune and Vice.
