Edgar Aguilar

Edgar Aguilar is a Research Associate at the EFI Foundation.


Aguilar supports analytical work to advance the commercial viability of nuclear energy through the Nuclear Scaling Initiative. He also contributes to research on U.S. load growth, grid needs, and investment frameworks for firm, clean power technologies.

Prior to joining the EFI Foundation, Aguilar worked as an energy analyst at the World Bank Group, supporting both country-level operations and global analytical products. His work included economic and financial analysis of power sector projects and the development of associated guidelines and modeling tools. Aguilar analyzed how utilities are affected by power market structures and emerging trends such as distributed energy resources, and how utility business models can adapt in response, drawing on detailed tariff design modeling. He also supported analysis of private investment in electricity transmission and contributed to assessments of the commercial viability of nuclear power—including small modular reactors—in client countries.

Earlier in his career, Aguilar worked with the Association for a More Just Society (ASJ), Honduras’s chapter of Transparency International, where he directly engaged with the National Congress, the state-owned power utility, and the Ministry of Energy to pursue electricity sector reforms. His work focused on governance, regulatory implementation, and distribution utility performance.

Aguilar holds a master’s degree in international economics and a bachelor’s degree in economics and international relations.
