Rachel Holzer

Rachel Holzer is an Associate at the EFI Foundation.


At the EFI Foundation, Holzer contributes to research on U.S. energy innovation policy, with a focus on federal funding patterns and Department of Energy programs. Her work includes qualitative and data-driven analysis of federal contracting and clean energy investment, as well as stakeholder engagement to communicate findings to policy and industry audiences.

In addition to her work at the EFI Foundation, Holzer is an associate at EJM Associates, the strategic advisory firm founded by Ernest J. Moniz, 13th U.S. Secretary of Energy. There, she translates complex policy developments across the clean energy and technology sectors into actionable insights for C-suite clients.

Holzer joined the EFI Foundation from RAND. There, she contributed to policy analysis, program evaluation, and data work across a range of topics related to disaster recovery and resilience, such as contracts supporting the Federal Emergency Management Agency’s Hazard Mitigation Grants Program. She graduated from the University of Southern California with a B.A. in international relations.
